How Developing Countries Can Make A Successful Transition To
EGovernance (Ctd..)
E-procurement –India:
According to the World Bank, the Andhra Pradesh (GoAP) state in India
implemented a statewide e-procurement process in 2000, linking
government departments, agencies with vendors. This initiative has
reduced the time and cost of doing business for both vendors and
government, while also allowing equal opportunity to all vendors;
transparency and ultimately reducing corruption (K. Bikshapathi, P.
RamaRaju, Subhash Bhatnagar, 2006). The report further suggests
that the “automation of the procurement transactions reduces human
error, enhances the integrity of the data, brings in transparency to
the Government procurements and facilitates standardization of
processes...”
An Entrepreneurial System for Hungary's Entrepreneurs –
Hungary:
In 2000, the Hungarian Ministry of Justice and Law Enforcement
developed an Individual Entrepreneur Registry. A system to manage the
national register of entrepreneurs. The system provides information
about entrepreneurs to public authorities for the purpose of
delivering public services, including tax services.
E-Invoicing - Denmark:
As of February 2005 the public authorities in Denmark were mandated by
law to encourage companies to do more electronic invoicing. It is
estimated that the 18 million e-invoices saves approximately 94
million Euros a year due to time saved from invoice handling.
Address System - Finland:
Finland's address system is administered by its
municipalities to collect and update addresses (physical address,
phone, fax, mobile numbers, email addresses, etc) in a systematic and
effective way. As a result, it is estimated that about 30% of address
change notifications in Finland are done online, another 30% by phone.
Electronic Voting - Belgium:
Belgium started experimenting in E-voting in 1991. The system is based
on magnetic card and a voting machine with a light pen. In the June
13, 2004 elections, 44% of the Belgian population cast their vote
electronically.
E-Government Assessment, Measuring and Evaluation
System - Hungary:
A system set up by the Prime Minister's Office to enable users to
freely express their opinions, exchange information, discuss issues,
and contact the competent public service providers with their problems
and questions. Public service providers receive direct feedback on the
views of the quality of their services.
Online Vehicle License Renewal (eVERA) - Malta:
Web applications developed for the Malta Transport Authority (ADT) to
enable citizens renew their vehicle road licenses, and pay any
outstanding fees or penalties online.
Preparing Developing Countries for EGovernance
With
the global hype for EGovernance on the increase, there are tendencies
for officials of developing countries to queue up on the corridors of
the World Bank and other international donor agencies for funding. But
experience has shown that some officials from developing countries
simply take undue advantage of any funding trends, be it HIV-AIDS, ICT,
poverty alleviation, etc to enrich their private purses with little or
no outputs to show for the huge loans and grants they acquire. When
it comes to EGovernance there are certain internal benchmarks expected
before seeking external funding. These benchmarks include:
Improved E-Readiness:
One of the fundamental strategic challenges that may
impede a successful transition to Egovernance is E-Readiness.
E-readiness is a country's ability to take advantage of Information
and Communications Techonolgy, especially the Internet.

Asia
has 35.8 % of world Internet users growing at 248% between 2000-2007,
accounts for about 56% of the world’s population.
§
Americas
has 29.6% of world’s Internet users growing at 161.2% in the same
period; account for about 15% of the total world population.
§
Europe
has about 28.3 % of the world’s Internet users growing at 199.5% in
the same period, and contributes about 12% of total world population.
§
Middle East
has about 10% of the world’s Internet users, growing at 491.4% in the
same period; accounts for about 2.9% of the world’s total population
